Textile Ministry to Reopen PLI Application Portal, Lower Turnover Threshold to ₹100 Crore

October 29, 2026

The Union Ministry of Textiles will reopen the application portal for the fourth round of the Production Linked Incentive (PLI) Scheme for textiles from November 1 to December 31, 2026. The latest round aims to encourage investment in man-made fibre (MMF) apparel, MMF fabrics and technical textiles, while making participation more accessible to mid-sized manufacturers.

According to The Hindu, the ministry has reduced the minimum annual turnover requirement under Part 2 of the scheme from ₹200 crore to ₹100 crore. The change is intended to encourage participation by micro, small and medium enterprises (MSMEs) and mid-sized manufacturing units.

PLI Scheme Application Window: Key Details

The fourth application round provides eligible textile manufacturers with a fresh opportunity to apply for incentives under the central government’s manufacturing initiative.

Key details announced for this round include:

  • Application period: November 1 to December 31, 2026.

  • Minimum annual turnover: Reduced from ₹200 crore to ₹100 crore under Part 2.

  • Priority segments: MMF apparel, MMF fabrics and technical textiles.

  • Application portal: pli.texmin.gov.in.

The lower turnover threshold could allow a broader group of manufacturers to consider applying. However, businesses should review the scheme's detailed eligibility criteria and application guidelines before assuming they qualify.

Why the Turnover Threshold Matters

The reduction in the minimum turnover requirement is intended to widen access to the scheme, particularly for mid-sized manufacturing businesses that may previously have fallen short of the threshold.

For eligible manufacturers, participation in a production-linked incentive programme may support expansion plans, manufacturing investment and efforts to increase production capacity. The practical benefits will depend on the scheme's specific conditions and each applicant's eligibility.

Businesses considering an application should assess their annual turnover, manufacturing activities, investment plans and supporting financial documentation before submitting their details.

Focus on Man-Made Fibre and Technical Textiles

The latest round focuses on three important segments of the textile industry:

  • MMF apparel: Clothing manufactured using man-made fibres.

  • MMF fabrics: Fabrics produced from synthetic or other man-made fibres.

  • Technical textiles: Textile products designed for specialised industrial, medical, infrastructure or other functional applications.

These segments form part of India's broader effort to strengthen domestic textile manufacturing and improve the industry's competitiveness.

The reopened application window gives interested manufacturers time to review the relevant requirements and prepare documentation ahead of the December 31 deadline.

What Manufacturers Should Do Next

Companies planning to apply should consult the official portal for the latest application instructions, eligibility conditions and required documents. They should also verify the applicable turnover calculation, scheme category and any other conditions before proceeding.

Accurate financial statements, tax records and business documentation can help manufacturers prepare for eligibility checks and compliance requirements. Businesses reviewing their financial readiness may also find business advisory services relevant when assessing expansion plans and financial documentation.

The reduction in the Part 2 turnover threshold is a significant feature of this application round, but applicants should rely on the official scheme guidelines for the complete requirements.
