Punjab’s administrative machinery is facing increased scrutiny as the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED) pursue separate investigations into alleged corruption, questionable official postings and illegal mining.
According to a report published by The420.in on October 16, 2026, the inquiries involve government records from multiple departments and allegations concerning individuals connected with Punjab’s political and administrative establishment. However, being named in an investigation or having official records examined does not establish guilt.
CBI Seeks Records From 15 Punjab Government Departments
The CBI has reportedly requested extensive documentation relating to allegations of payments connected with government transfers, postings, tenders and favourable policy decisions. The case reportedly concerns allegations involving Rajbir Singh Ghuman, an Officer on Special Duty (OSD) to Punjab Chief Minister Bhagwant Mann, and five other individuals.
To coordinate the submission of records, the Punjab Government has appointed Gautam Jain, Special Secretary (Personnel), as the nodal officer.
The requested material reportedly includes original note sheets, draft files and other official documents from 15 departments. The agency has also sought transfer and posting details relating to 22 officers.
The departments named in the report include Home Affairs, Revenue, Food and Supplies, Local Government, Housing, Personnel, Power, Health and Rural Development.
The examination of these records is intended to help investigators assess the allegations and establish whether the available evidence supports claims of improper influence or corruption.
Separate Probe Examines Alleged Illegal Mining in Hoshiarpur
A separate CBI investigation concerns suspected illegal mining in the Talwara and Mukerian areas of Punjab’s Hoshiarpur district. The inquiry follows directions from the Punjab and Haryana High Court.
Investigators have reportedly inspected locations associated with suspected unauthorised excavation and stone-crushing operations.
The investigation is expected to examine whether illegal mining occurred, the potential environmental consequences and whether officials responsible for monitoring mining activities fulfilled their duties.
The findings could help clarify the role of enforcement procedures and government oversight in preventing unauthorised extraction of natural resources.
ED Registers Case Linked to Allegations Against Ghuman
The ED has reportedly registered an Enforcement Case Information Report (ECIR) against Ghuman in connection with allegations of corruption and influence-peddling involving individuals linked to the Chief Minister’s Office.
The Punjab Government challenged the High Court’s directions before the Supreme Court. According to the report, on October 12, the Supreme Court issued notice to the CBI but declined to suspend the investigation. It also directed that coercive steps against Ghuman should not be taken while the matter remains pending.
The legal proceedings are ongoing, and the allegations will need to be assessed through the applicable investigative and judicial processes.
Around 50 Officials Reportedly Under Scrutiny
Approximately 50 IAS, IPS, PCS and PPS officers, engineers and other government officials are reportedly under scrutiny across the investigations.
This broader estimate should not be confused with the CBI’s reported request for records concerning 22 officers. A request for official documents does not, by itself, mean that the officers concerned are accused of wrongdoing.
The investigations have also triggered political disagreement. Chief Minister Bhagwant Mann and other Aam Aadmi Party (AAP) leaders have alleged that central investigative agencies are being used for political purposes ahead of elections. These claims remain part of the political dispute surrounding the cases.
Evidence Will Determine the Outcome
The investigations bring government decision-making, administrative records and enforcement practices under closer examination. Their ultimate significance will depend on the evidence gathered, the conclusions reached by investigators and any subsequent judicial findings.
For public institutions, the cases also highlight the importance of transparent record-keeping, effective oversight and accountability in official decisions. Allegations must be investigated thoroughly, while the rights of individuals under scrutiny must be respected.
