The agency conducted search operations on 7 August 2026 at multiple premises in Belagavi, Chikkodi and Nipani, linked to M/s Shivam Associates, Shivanand Siddappa Neelannavar and other associated persons and entities.
The searches were conducted under Section 17 of the Prevention of Money Laundering Act (PMLA), 2002.
How the Investigation Began
According to the ED, the investigation originated from an FIR registered by Malamaruthi Police Station, Belagavi City.
The FIR was registered under the Banning of Unregulated Deposit Schemes Act, 2019, along with the Karnataka Protection of Interest of Depositors in Financial Establishments Act, 2004.
The allegations relate to the mobilisation of funds from members of the public through promises of unusually high and assured returns.
The ₹2,110.97 Crore Collection
One of the key findings highlighted by the ED is the alleged collection of approximately ₹2,110.97 crore from the public.
The agency stated that Shivanand Siddappa Neelannavar allegedly attracted investors by promising returns of approximately 3% per month on their investments or deposits.
During the investigation and search proceedings, repayments of approximately ₹333.89 crore were identified.
Based on the figures provided by the ED, approximately ₹1,777.08 crore of the alleged proceeds of crime remains to be traced.

According to the ED, examination of financial records showed interconnected movement of funds among these parties.
The agency is continuing to analyse these transactions to establish the complete financial trail.

Another important aspect of the investigation is the alleged role of intermediaries in attracting investors.
The ED stated that certain leaders or commission agents were allegedly paid 0.5% commission for bringing members of the public into the investment arrangement.
