Brazilian investigators are continuing to uncover new details in the Bank Master investigation, a case that has evolved into one of the country's most significant financial crime probes.

What began as a banking supervision matter has expanded into a wide-ranging investigation involving allegations of money laundering, investment fraud, misuse of depositor funds, political corruption, shell companies and organised crime connections.

Authorities emphasise that the investigation remains ongoing and that all allegations will ultimately be subject to judicial examination.

Central Bank Revoked Bank's Licence

The case first gained national attention in November 2025, when the Central Bank of Brazil (Banco Central do Brasil – BCB) revoked Bank Master's banking licence.

The regulator placed the institution into extrajudicial liquidation, stating that the measure was necessary to protect depositors and preserve confidence in the financial system.

According to the regulator, the emergency action was taken to prevent a possible bank run and minimise wider financial risks.

Shortly afterwards, Daniel Vorcaro, the owner of Bank Master, was arrested at São Paulo's Guarulhos International Airport, where investigators alleged he was preparing to leave the country.

High Deposit Returns Allegedly Used to Attract Investors

According to investigators, Bank Master allegedly attracted investors by offering unusually high returns on Bank Certificates of Deposit (CDBs).

Authorities allege that instead of deploying the funds through ordinary banking activities, substantial amounts were transferred into a credit investment fund in which the bank itself was reportedly the principal investor.

Investigators claim that money was subsequently redirected to companies connected with Vorcaro's family, business associates and other entities allegedly controlled through nominees and shell structures.

These allegations remain under investigation.

Prosecutors Compare Scheme to a Ponzi Model

Brazilian prosecutors have described the alleged arrangement as having characteristics similar to a Ponzi scheme.

According to investigators, funds received from new investors may have been used to pay returns promised to earlier investors instead of being generated through legitimate commercial activity.

Whether the legal requirements for such an allegation are ultimately satisfied will depend upon the evidence examined by the Brazilian courts.

Loan Portfolios Allegedly Misrepresented

Authorities further allege that Bank Master marketed payroll-backed loan portfolios to financial institutions, pension funds and other investors.

Investigators claim that some portfolios were:

  • Overvalued
  • Misrepresented
  • Worth substantially less than stated
  • In certain cases, allegedly fictitious

According to investigators, these alleged practices exposed institutional investors to significant financial losses.

The allegations have not yet been finally adjudicated.

Another Financial Institution Shut Down

In June 2026, Brazilian regulators also shut down Sefer Investments, another financial institution allegedly connected with the investigation.

Authorities allege that the institution assisted in concealing the origin and movement of funds allegedly diverted from Bank Master.

Sefer Investments reportedly became the third financial institution placed into liquidation in connection with the broader investigation.

Investigators continue to examine whether multiple entities were used to move funds through different layers of financial transactions.

Political Influence Under Investigation

The investigation has expanded beyond banking operations to include allegations of political influence.

According to investigators, Daniel Vorcaro allegedly developed relationships with public officials and political figures over several years.

Brazilian authorities are reportedly investigating:

  • Current lawmakers
  • Former legislators
  • Public officials
  • Individuals alleged to have accepted improper benefits

Investigators are examining whether any public office was improperly used to influence regulatory or investigative processes.

No findings of criminal liability have yet been made.

Alleged Attempt to Influence Regulators

Authorities have also alleged that, in March 2026, Vorcaro attempted to improperly influence officials associated with Brazil's Central Bank.

In separate developments, several current and former police officers were reportedly arrested over allegations that confidential investigative information was disclosed to persons connected with the investigation.

Authorities are examining whether sensitive law enforcement information was improperly shared to obstruct or delay investigative activities.

These allegations remain subject to judicial determination.

Private Armed Network Allegedly Operated

According to Brazil's Federal Police, investigators are examining allegations that Vorcaro operated a private enforcement group known as "The Crew" (A Turma).

The organisation allegedly included:

  • Active police officers
  • Retired police officers
  • Members of private militias
  • Persons allegedly connected with Brazil's illegal Jogo do Bicho gambling network

Authorities allege that the group was used to:

  • Intimidate potential witnesses
  • Conduct surveillance
  • Obtain confidential information
  • Protect the alleged financial operation

These allegations remain under active investigation.

Possible Organised Crime Connections

Investigators are also examining alleged financial links involving the First Capital Command (PCC), one of Brazil's largest organised crime groups.

Authorities are analysing financial records, communications and corporate structures to determine whether any proceeds of crime or financial services connected with the alleged fraud were linked to organised criminal activity.

At present, these investigations remain ongoing and no final judicial findings have been made regarding the alleged connections.

The Bank Master investigation now spans multiple areas of financial crime, including:
