FM Nirmala Sitharaman Says Government Capex Push Will Continue, Fiscal Prudence Remains Non-Negotiable

November 3, 2026

Union Finance and Corporate Affairs Minister Nirmala Sitharaman has reaffirmed the Government's commitment to maintaining public capital expenditure (capex) as a key driver of India's economic growth. However, she stressed that continued investment in infrastructure and other productive assets must go hand in hand with fiscal discipline.

Speaking at an event organised by HSBC India in Mumbai on Monday, November 2, 2026, the Finance Minister said government investment remained important while private-sector companies were still working towards expanding their capacity and increasing capital investment.

Her remarks underline the Government's stated approach of using public investment to support economic activity while keeping fiscal prudence central to financial policy.

Public Investment to Support Economic Expansion

Sitharaman described capital expenditure as an important component of India's growth strategy. She explained that government-led investment would continue to play a role until private businesses were sufficiently positioned to expand capacity and undertake larger capital projects.

Public capex generally includes spending on infrastructure and other assets that can support economic activity over an extended period. Such investment can create demand for construction, engineering, materials, transport and related services.

It can also improve infrastructure capacity, potentially supporting productivity and private-sector investment over time.

The Finance Minister's comments indicate that the Government intends to retain public investment as an important part of its growth approach rather than relying entirely on private-sector spending.

Government Says Public Investment Has Delivered Economic Benefits

The Finance Minister also referred to the results of government capital expenditure over the previous four to five years. She said the multiplier effects of public investment had strengthened the Government's confidence in continuing the spending programme.

The multiplier effect refers to the wider economic activity generated by an initial investment. For example, infrastructure spending can create demand for construction materials, equipment, transport and labour, with activity extending to other connected industries.

Sitharaman indicated that the Government would continue providing capex support to avoid disrupting India's economic growth momentum.

Fiscal Discipline Remains a Priority

While supporting higher public investment, Sitharaman emphasised that expenditure must remain responsible and consistent with fiscal constraints.

She said the Government could not ignore the importance of sovereign credit ratings while deciding its spending priorities. Her remarks addressed arguments favouring higher expenditure without giving sufficient consideration to the possible implications for government finances.

The Finance Minister reiterated that fiscal prudence would remain a top priority, making it clear that the capex push would not mean unrestricted public spending.

Maintaining this balance involves directing funds towards productive investment while managing government borrowing, expenditure commitments and fiscal targets.

Why the Capex-Fiscal Prudence Balance Matters

The Government's approach involves two connected objectives:

  • Supporting economic growth: Public investment can help develop infrastructure and create demand across industries.

  • Encouraging private investment: Better infrastructure and stronger economic activity can support businesses planning capacity expansion.

  • Managing public finances: Responsible expenditure helps limit pressure on government borrowing and fiscal indicators.

  • Maintaining investor confidence: Fiscal discipline and predictable policy management can influence perceptions of India's financial stability.

The effectiveness of this approach will depend on how public funds are allocated, how efficiently projects are implemented and whether private-sector investment strengthens alongside government spending.

What Businesses and Investors Will Watch

Businesses, infrastructure companies and investors will be monitoring future government spending priorities, project execution and developments in private-sector capital investment.

The Government's ability to maintain infrastructure spending while managing fiscal commitments will remain an important consideration for India's economic outlook.

The Finance Minister's remarks reaffirm the Government's stated intention to continue using public investment to support growth, while keeping fiscal responsibility at the centre of its spending decisions.
