Indian investigators are widening their global pursuit of Pawan Thakur, a Dubai-based narcotics trafficker and financial operator accused of orchestrating one of the country’s most sophisticated drug-smuggling and money-laundering syndicates. What began as an isolated narcotics seizure in 2024 has now evolved into a sprawling multi-agency probe spanning continents, financial networks, cryptocurrency channels, and offshore corporate structures.

According to senior officials, Thakur has emerged as a critical node in a syndicate that blends high-grade drug smuggling, hawala transactions and digital asset laundering. Enforcement agencies describe him as a “shadow financier” who operated discreetly for years before a massive cocaine seizure exposed the scale of his operations.

A Network Built on Secrecy and Scale

Investigators say Thakur was long known to operate behind the scenes in Delhi’s hawala corridors, leveraging confidential relationships and trust-based financial channels. His name burst into prominence after the seizure of 82 kilograms of high-grade cocaine in Delhi in November 2024 — a haul valued at more than ₹2,500 crore.

The consignment reportedly entered India via a major port before being transported by truck into the capital. NCB officers uncovered a distribution warehouse linked to a network of intermediaries believed to be working under Thakur’s direction.

Following the seizure, the Narcotics Control Bureau (NCB) issued an international Silver Notice to track Thakur’s movements, associates and foreign assets across multiple jurisdictions.

From Delhi’s Ambala Markets to Elite Transnational Networks

Officials say Thakur began his career as a hawala messenger in Delhi’s Kucha Mahajani market — a nerve centre of informal financial transfers. Over time, he evolved from a facilitator into a financier capable of moving crores across borders swiftly and invisibly.

As his financial network grew, investigators believe it integrated with narcotics supply chains. Evidence suggests Thakur operated a hawala and laundering network linking India, China, Hong Kong, Singapore and the UAE, supplemented by crypto transfers routed through offshore wallets and shell companies.

Reports indicate his operations relied heavily on layered intermediaries, mule accounts, encrypted communication and forged import-export records — a framework that enabled the syndicate to bypass detection for years.

Meth, Cocaine, Crypto: A Multi-Crore Empire

Earlier this year, Thakur’s name resurfaced in a ₹282-crore methamphetamine seizure by the NCB. Investigators now believe he coordinated both the cocaine and meth pipelines — sourcing, transporting and distributing narcotics from international hubs.

The Enforcement Directorate (ED) alleges that Thakur’s syndicate laundered over ₹681 crore using fabricated financial statements, smurfed payments, crypto transactions and more than 118 mule accounts, all of which have been frozen.

Multiple ED summons were ignored by Thakur, prompting Delhi’s Patiala House Court to issue a non-bailable warrant (NBW) and escalate international cooperation.

Flight to Dubai and the Hunt Across Borders

After the Delhi seizure and arrests of at least five close associates, Thakur reportedly fled to Dubai with his family. Intelligence sources say he continued directing parts of the network remotely, relying on encrypted communication tools, offshore entities and trusted couriers.

Officials believe he acquired multiple assets in the UAE, including luxury cars and a villa in the upscale Dubai Hills estate — now under scrutiny as possible proceeds of crime.

With the NCB’s Silver Notice in place, foreign jurisdictions have been requested to extend surveillance support, monitor financial activity, and trace assets.
